fa مقابله با کووید-19 در رویه شورای امنیت ملل متحد؛ از راهبردهای حمایت از سلامت عمومی تا سازوکارهای حفظ صلح و امنیت بین‌المللی مقاله پژوهشي Original Article <div style="text-align: justify;"><span style="line-height:2;"><span style="font-size:14px;"><span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif="" style="font-family:Calibri,"><b><span lang="AR-SA"><span b="" nazanin="" style="font-family:"><span style="color:#101b34">زمینه و هدف:</span></span></span></b> <span lang="AR-SA"><span b="" nazanin="" style="font-family:">شیوع و همه‌گیری کووید-19 موجبات سنجش عملکرد و کارآمدی سازمان‌های بین‌المللی نظیر ملل متحد و ارکان ذی‌ربط آن نظیر سازمان جهانی بهداشت و حتی شورای امنیت را در بوته آزمایش قرار داد. این امر مبین عدم کارکرد و کارآمدی مؤثر نهادهای مزبور و آمادگی آن‌ها در قبال چنین پدیده‌ای بود که به ‌سهولت می‌تواند ساختارهای به طور ظاهری مستحکم بهداشتی، اجتماعی، سیاسی و حتی اقتصادی و حقوقی را در قلمرو جهانی درهم فرو بریزد.</span></span><span dir="LTR"><span style="font-family:"Times New Roman","serif""></span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif="" style="font-family:Calibri,"><b><span lang="AR-SA"><span b="" nazanin="" style="font-family:"><span style="color:#101b34">روش:</span></span></span></b> <span lang="FA"><span b="" nazanin="" style="font-family:">پژوهش حاضر از منظر هدف کاربردی و از حیث روش، توصیفی ـ تحلیلی با رویکرد اسنادی و بین‌المللی است.</span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif="" style="font-family:Calibri,"><b><span lang="AR-SA"><span b="" nazanin="" style="font-family:"><span style="color:#101b34">ملاحظات اخلاقی:</span></span></span></b> <span lang="FA"><span b="" nazanin="" style="font-family:">در تمام مراحل نگارش پژوهش حاضر، ضمن رعایت اصالت متون، صداقت و امانتداری رعایت شده است.</span></span><b><span lang="AR-SA"><span style="font-family:"B Nazanin""></span></span></b></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif="" style="font-family:Calibri,"><b><span lang="AR-SA"><span b="" nazanin="" style="font-family:"><span style="color:#101b34">یافته‌ها:</span></span></span></b><span lang="AR-SA"><span b="" nazanin="" style="font-family:"> همه‌گیری کووید-19 به عنوان تهدیدی علیه صلح و امنیت بین‌المللی، موجبات ایجاد فرصت‌های ناشی از چنین چالش‌هایی را برای ارتقای صلح و امنیت بین‌المللی فراهم آورد. بنابراین وجود چنین همکاری‌هایی که توأم با اجماع و هم‌گرایی است، می‌تواند با ایجاد بستر مناسب برای برقراری صلح پایدار در نظام جهانی به ویژه مناطق درگیر کووید-19 منجر شود، چراکه شورای امنیت تنها با صدور قطعنامه‌های متعدد امکانی برای مواجهه با ابعاد گوناگون همه‌گیری کووید-19 نخواهد بود.</span></span><span lang="FA"><span style="font-family:"B Nazanin""></span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif="" style="font-family:Calibri,"><b><span lang="AR-SA"><span b="" nazanin="" style="font-family:"><span style="color:#101b34">نتیجه‌گیری:</span></span></span></b> <span lang="FA"><span b="" nazanin="" style="font-family:">با توجه به ماهیت خاص </span></span><span lang="AR-SA"><span b="" nazanin="" style="font-family:">بیماری کووید-19 </span></span><span lang="FA"><span b="" nazanin="" style="font-family:">در تأثیرپذیری جامعه بین‌المللی در همه ابعاد اجتماعی، اقتصادی، سیاسی، فرهنگی، بهداشتی، اعتقادی، حقوقی، قضایی و...، ضرورت پیشگیری و مقابله مؤثر در این عرصه از سوی جامعه بین‌المللی به عنوان رسالتی در حفاظت از حقوق بهداشتی در چهارچوب موازین حقوق بین‌المللی است. در هر حال، شورای امنیت و سازمان جهانی بهداشت باید در راستای پاسخی مبتنی بر ظرفیت‌های موجود در قلمرو حقوقی بین‌المللی به کووید-19 که حقوق بشر فردی را در کنار نگرانی‌های امنیت ملی اولویت‌بندی می‌کند و به نابرابری‌های اساسی در واکنش جهانی به بیماری‌های عفونی توجه می‌کند، همکاری کنند.</span></span></span></span></span></span></span></div> <div style="text-align: justify;"><span style="line-height:2;"><span style="font-size:14px;"><span style="background:#f7f7f7"><b><span new="" roman="" style="font-family:" times=""><span style="color:#101b34">Background and Aim:</span></span></b> <span lang="EN" new="" roman="" style="font-family:" times="">The spread and epidemic of Covid-19 caused the performance and efficiency of international organizations such as the United Nations and its relevant bodies such as the World Health Organization and even the Security Council to be put to the test. Therefore, the existence of such cooperation, which is accompanied by consensus and convergence, can lead to the creation of a suitable platform for the establishment of sustainable peace in the world system, especially in the areas affected by Covid-19, because the Security Council will not be able to deal with the various dimensions of the Covid-19 epidemic by issuing multiple resolutions.</span><span style="font-family:"Times New Roman","serif""></span></span><br> <span style="background:#f7f7f7"><b><span new="" roman="" style="font-family:" times=""><span style="color:#101b34">Conclusion:</span></span></b><b> </b><span lang="EN" new="" roman="" style="font-family:" times="">Considering the special nature of the disease of Covid-19 in the influence of the international community in all social, economic, political, cultural, health, religious, legal, judicial, etc. dimensions, the necessity of effective prevention and counteraction in this field by the international community as a mission in protection It is one of the health rights within the framework of international law standards.
