fa حق بر تغذیه کودکان در دوران بحران‌های اقتصادی در پرتو وظایف دولت‌ها و حمایت‌های بین‌المللی The Right to Adequate Nutrition for Children in Times of Economic Crisis: State Obligations and International Support مقاله پژوهشي Original Article <div style="text-align: justify;">زمینه و هدف: حق بر تغذیه کافی و سالم، به عنوان یکی از ارکان بنیادین نظام بین‌المللی حقوق بشر و حقوق کودک، پیوندی عمیق با حق بر حیات، سلامت و کرامت انسانی دارد. بحران‌های اقتصادی ناشی از تحریم‌ها، رکود، تورم یا ناکارآمدی مدیریتی، بیشترین آسیب را بر امنیت غذایی کودکان وارد می‌سازد. هدف این پژوهش، بررسی تعهدات دولت‌ها و سازوکارهای بین‌المللی در حمایت از حق تغذیه کودکان در دوران بحران‌های اقتصادی است. دولت‌ها و نهادهای بین‌المللی در چهارچوب حقوق بین‌الملل بشر، چه تعهدات و سازوکارهایی برای تضمین حق بر تغذیه کودکان در شرایط بحران اقتصادی بر عهده دارند؟ روش: پژوهش با روش توصیفی ـ تحلیلی و مبتنی بر مطالعه تطبیقی اسناد بین‌المللی، رویه‌های نهادهای حقوق بشری و دکترین حقوقی انجام شده است. ملاحظات اخلاقی: در تدوین این مقاله جنبه‌های اخلاقی شامل حفظ اصالت متون، صداقت، رضایت و اطلاع‌رسانی رعایت شده است. یافته‌ها: یافته‌ها نشان می‌دهد دولت‌ها در قبال کودکان دارای سه تعهد اصلی‌اند: احترام، حمایت و تحقق حق بر تغذیه. این تعهدات در دوران بحران اقتصادی شدت می‌یابد و مستلزم اقدامات مثبت نظیر تدوین سیاست‌های حمایتی، تقویت نظام تغذیه مدارس و ایجاد شبکه‌های حمایت اجتماعی است. همچنین نهادهای بین‌المللی باید از طریق همکاری‌های چندجانبه، تأمین مالی اضطراری و نظارت مستقل، نقش فعال‌تری ایفا کنند. نتیجه‌گیری: تضمین حق بر تغذیه کودکان در دوران بحران‌های اقتصادی، صرفاً تکلیف اخلاقی نیست، بلکه تعهدی الزام‌آور در چهارچوب حقوق بین‌الملل بشر محسوب می‌شود. تحقق این حق نیازمند بازنگری در سیاست‌های اقتصادی ملی بر پایه عدالت غذایی و مسئولیت اجتماعی دولت‌هاست.</div> <div style="text-align: justify;">Background and Aim: The right to adequate and nutritious food constitutes a fundamental pillar of the international human rights system, particularly in relation to the rights of the child and is deeply interconnected with the rights to life, health and human dignity. Economic crises, arising from sanctions, recessions, inflation, or administrative inefficiencies, disproportionately threaten the food security of children. This study aims to examine the obligations of states and the role of international mechanisms in safeguarding children’s right to adequate nutrition during periods of economic crisis. Within the framework of international human rights law, what obligations and mechanisms do states and international institutions bear to ensure the realization of children’s right to adequate nutrition in times of economic crisis?. Methods: The study employs a descriptive-analytical approach, based on a comparative review of international legal instruments, human rights jurisprudence and doctrinal scholarship. Ethical Considerations: In all stages of writing the present research, the ethical aspects of library-based study Including the originality of the texts, honesty and trustworthiness have been observed. Results: The findings indicate that states hold three core obligations toward children: to respect, to protect and to fulfill the right to adequate nutrition. During economic crises, these obligations intensify, requiring positive measures such as the design of supportive policies, reinforcement of school feeding programs and the establishment of social support networks. Moreover, international institutions are obligated to play an active role through multilateral cooperation, emergency financing and independent monitoring mechanisms. Conclusion: Ensuring children’s right to adequate nutrition during economic crises is not merely an ethical duty but a legally binding obligation under international human rights law.
