fa نقش سازمان‌های بین‌المللی در زمینه مبارزه با قاچاق دارو و مکمل‌های غذایی The Role of International Organizations in Combating Drug and Dietary Supplement Trafficking مقاله پژوهشي Original Article <div style="text-align: justify;">زمینه و هدف: قاچاق دارو و مکمل‌های غذایی یکی از مشکلات جدی به شمار می‌رود که نه‌تنها سلامت عمومی را تهدید می‌کند، بلکه امنیت اقتصادی و اجتماعی و حوره امنیت غذایی کشورها را نیز تحت تأثیر قرار می‌دهد. این پدیده به علت گسترش فناوری‌های ارتباطی و حمل و نقل، شکل پیچیده‌تری به خود گرفته و نیازمند همکاری بین‌المللی برای مقابله با آن است. سازمان‌های بین‌المللی، با ارائه چهارچوب‌های قانونی، تبادل اطلاعات و ارتقای آگاهی، نقش مهمی در کاهش این نوع قاچاق دارند، لذا هدف از مقاله حاضر بررسی نقش سازمان‌های بین‌المللی در زمینه مبارزه با قاچاق دارو و مکمل‌های غذایی است. روش: روش پژوهش به صورت کیفی و روش جمع‌آوری اطلاعات کتابخانه‌ای انتخاب شده است و تجزیه و تحلیل داده‌ها به صورت توصیفی ـ تحلیلی می‌باشد. ملاحظات اخلاقی: در پژوهش حاضر جنبه‌های اخلاقی مطالعه کتابخانه‌ای شامل اصالت متون، صداقت و امانتداری رعایت شده است. یافته‌ها: برخی سازمان‌های بین‌المللی، از جمله سازمان تجارت جهانی، سازمان جهانی بهداشت، سازمان پلیس جنایی بین‌المللی نقش مهمی در مقابله با قاچاق دارو و مکمل‌های غذایی دارند. همچنانکه این سازمان‌ها از طریق برنامه‌های مختلفی، از جمله «برنامه جهانی مبارزه با داروهای تقلبی» و «برنامه کنترل داروهای غیر مجاز» به بررسی و نظارت بر جریان داروها در سطح جهانی پرداخته‌اند یا در راستای ارتقای آگاهی عمومی و آموزش متخصصان بهداشت و همچنین عملیات مشترک و هماهنگی در سطح جهانی، به شناسایی و دستگیری قاچاقچیان دارو و گروه‌های مجرمانه می‌پردازند و از طرفی می‌توانند به نظارت دقیق بر جابه‌جایی کالاها در مرزها بپردازند و از فناوری‌های نوین برای شناسایی محموله‌های مشکوک استفاده می‌کنند. نتیجه‌گیری: نتایج حاکی از این است که بسیاری از داروها و مکمل‌های غذایی قاچاق فاقد کیفیت مناسب هستند و ممکن است حاوی مواد شیمیایی خطرناک باشد. بنابراین با توجه به پیچیدگی‌های این پدیده و ارتباطات آن با دیگر جرائم سازمان‌یافته، همکاری گسترده‌تر میان نهادهای مختلف، کشورها و جوامع بین‌المللی ضروری است تا از تهدیدات جدی قاچاق دارو و مکمل‌های غذایی در سطح جهانی جلوگیری شود.</div> <div style="text-align: justify;">Background and Aim: Drug and food supplement smuggling is a serious problem that not only threatens public health but also affects the economic and social security and food security of countries. This phenomenon has become more complex due to the development of communication and transportation technologies and requires international cooperation to combat it. International organizations play an important role in reducing this type of smuggling by providing legal frameworks, exchanging information and raising awareness. Therefore, the purpose of this article is to examine the role of international organizations in combating drug and food supplement smuggling. Methods: The research method is qualitative and the library data collection method is selected and the data analysis is descriptive-analytical. Ethical Considerations: In the present study, the ethical aspects of the library-based research, including the authenticity of the texts, honesty and integrity, have been observed. Results: Some international organizations, including the World Trade Organization, the World Health Organization and the International Criminal Police Organization, play an important role in combating drug and food supplement smuggling. As these organizations have investigated and monitored the flow of medicines globally through various programs, including the "Global Program to Combat Counterfeit Medicines" and the "Illicit Medicines Control Program", or in order to promote public awareness and train health professionals, as well as joint operations and coordination at the global level, they identify and arrest drug smugglers and criminal groups and on the other hand, they can closely monitor the movement of goods across borders and use modern technologies to identify suspicious shipments. Conclusion: The results indicate that many smuggled medicines and dietary supplements lack proper quality and may contain dangerous chemicals.
