fa تأثیر موافقت‌نامه کشاورزی سازمان جهانی تجارت بر امنیت غذایی The Impact of Agricultural Agreement of World Trade Organization on Food Security مقاله پژوهشي Original Article <div style="text-align: justify;">زمینه و هدف: تأمین امنیت غذایی یکی از چالش‌های پایدار برای کشورهای جهان، به ویژه کشورهای در حال توسعه، به شمار می‌رود؛ چالشی که تحت تأثیر عواملی نظیر نوسانات قیمت جهانی مواد غذایی و ضعف قدرت خرید در میان اقشار آسیب‌پذیر تشدید می‌شود. در این میان، موافقت‌نامه کشاورزی سازمان جهانی تجارت با ایجاد محدودیت‌هایی بر سیاست‌های حمایتی دولت‌ها، می‌تواند نقش مهمی در تضعیف امنیت غذایی ایفا کند. هدف این پژوهش بررسی تأثیر این موافقت‌نامه بر امنیت غذایی، با تمرکز بر نقش دولت‌ها در حمایت از اقشار آسیب‌پذیر و تضمین دسترسی همگان به غذای کافی است. روش: این پژوهش به روش توصیفی ـ ‌تحلیلی و بر پایه مطالعات اسنادی و کتابخانه‌ای انجام شده و با بهره‌گیری از اسناد حقوق بین‌الملل، گزارش‌های سازمان‌های بین‌المللی و متون تخصصی، به بررسی اثرات مقررات تجاری بین‌المللی بر سیاست‌های ملی حمایت از کشاورزی پرداخته است. ملاحظات اخلاقی: در انجام این مطالعه، تمامی اصول اخلاق پژوهش، از جمله رعایت امانت‌داری علمی، استناد دقیق به منابع و پرهیز از تحریف داده‌ها رعایت شده است. یافته‌ها: یافته‌ها نشان می‌دهد که محدودیت‌های ناشی از موافقت‌نامه کشاورزی، به ویژه در زمینه اعطای یارانه و حمایت‌های قیمتی، کشورهای در حال توسعه را با محدودیت‌های جدی مواجه کرده و توان آن‌ها را برای حمایت از تولید داخلی و تأمین غذای کافی برای اقشار ضعیف کاهش داده است، که در نهایت منجر به افزایش ناامنی غذایی در این کشورها شده است. نتیجه‌گیری: با توجه به نتایج، یافتن یک راه حل دائمی برای مشکلی که کشورهای در حال توسعه در اجرای سیاست امنیت غذایی خود بر اساس مقررات ناعادلانه، منسوخ و غیر منطقی موافقت‌نامه کشاورزی دارند، بسیار ضروری و انکارناپذیر است. علاوه بر کشورهای منتخب موضوع در این مطالعه، برخی از کشورهای در حال توسعه دیگری شامل کشورهای کمتر توسعه‌یافته دارای سیاست‌های مشابه حمایت از قیمت و امنیت غذایی هستند. این مسأله برای کشورهایی که در حال حاضر سیاست‌های حمایت از قیمت برای کشاورزی خود ندارند، بسیار مهم است، اما ممکن است از این انعطاف‌پذیری برای معرفی برنامه‌های مشابه در آینده حمایت کنند.</div> <div style="text-align: justify;">Background and Aim: Ensuring food security remains a persistent challenge for countries around the world, particularly developing nations. This challenge is exacerbated by factors such as global food price fluctuations and the limited purchasing power of vulnerable populations. In this context, the Agreement on Agriculture of the World Trade Organization (WTO), by imposing restrictions on government support policies, can play a significant role in undermining food security. The objective of this study is to examine the impact of the WTO Agreement on Agriculture on food security, with a focus on the role of governments in supporting vulnerable groups and ensuring universal access to adequate food. Methods: This research adopts a descriptive-analytical approach and is based on documentary and library studies. It analyzes international legal instruments, reports from international organizations and specialized literature to assess the effects of international trade regulations on national agricultural support policies. Ethical Considerations: All ethical principles of academic research have been observed in this study, including scientific integrity, accurate citation of sources and avoidance of data misrepresentation. Results: The findings indicate that the restrictive provisions of the Agreement on Agriculture - particularly those related to subsidies and price support - have imposed significant limitations on developing countries. These constraints have weakened their ability to support domestic production and provide affordable food to vulnerable groups, ultimately leading to increased food insecurity. Conclusion: According to the results, it is very urgent and undeniable to find a permanent solution to the problem that developing countries have in implementing their food security policy based on the unfair, outdated and unreasonable provisions of the Agreement on Agriculture. In addition to the selected countries in this study, some other developing countries, including the least developed countries, have similar price support and food security policies.
