Dealing with Covid-19 in the Procedure of the United Nations Security Council; From Public Health Protection Strategies to International Peace and Security Maintenance Mechanisms

Background and Aim: The spread and epidemic of Covid-19 caused the performance and efficiency of international organizations such as the United Nations and its relevant bodies such as the World Health Organization and even the Security Council to be put to the test. This showed the ineffectiveness and effectiveness of the said institutions and their readiness for such a phenomenon that can easily collapse apparently strong health, social, political and even economic and legal structures in the world.
Methods: The present study is applied in terms of purpose and descriptive-analytical in terms of method with a documentary and international approach.
Ethical Considerations: In all stages of writing the present research, while respecting the originality of the texts, honesty and trustworthiness have been observed.
Results: The covid-19 pandemic as a threat to international peace and security has caused the creation of opportunities arising from such challenges to promote international peace and security. Therefore, the existence of such cooperation, which is accompanied by consensus and convergence, can lead to the creation of a suitable platform for the establishment of sustainable peace in the world system, especially in the areas affected by Covid-19, because the Security Council will not be able to deal with the various dimensions of the Covid-19 epidemic by issuing multiple resolutions.
Conclusion: Considering the special nature of the disease of Covid-19 in the influence of the international community in all social, economic, political, cultural, health, religious, legal, judicial, etc. dimensions, the necessity of effective prevention and counteraction in this field by the international community as a mission in protection It is one of the health rights within the framework of international law standards. In any case, the Security Council and the World Health Organization must work towards a capacity-based response in the international legal realm to Covid-19 that prioritizes individual human rights over national security concerns and addresses fundamental disparities in the global response to infectious diseases.
